The rabies vaccine lobby is also active in Kerala and it is their demand that the stray dog problem should remain. Biju Prabhakar said that the ABC Act cannot be used to control the stray dog problem. Speaking at a program of the Confederation of Residents Welfare Association held in front of the Secretariat, Biju Prabhakar said that the ABC Act is a law that was argued by eminent lawyers in the Supreme Court and that dogs were bathed and then killed. Biju Prabhakar pointed out that it is a matter known to everyone that it is not practical to shift dogs to shelters.
Biju Prabhakar pointed out that only Solicitor General Tushar Mehta is there to advocate for people who get bitten by dogs and no other lawyer has been appointed by the government. He also alleged that many people in Kerala are working after receiving crores of rupees from the vaccine lobby. A few people are bringing lawyers against the majority who are suffering from the problem and arguing that the ABC Act is the solution. But that is wrong, said the former IAS officer.
The ABC Act is about animal birth control. He pointed out that it cannot be used to stop the stray dog problem and sterilization is not a solution either. The vaccine lobby needs the problem to persist. Biju Prabhakar said that vaccines worth about Rs 2400 crore are sold in the country annually.
